Chief Negotiator’s Blog 2.26.22

At 2:30 am this morning, there were 5 state employee bargaining units that had not completed their negotiations for a new CBA. They are UConn-AAUP, UCPEA, Community College Faulty, SEIU, and an Executive Branch unit. UConn-AAUP and UCPEA have significant unresolved issues due to delays and unresponsiveness by the chief negotiator. The Community College faculty have walked away from the table due to unacceptable proposals on job security and consolidation. SEIU has reached impasse, and the negotiators for an executive branch unit are unable to respond to an economic issue due to a lack of authority in the Lamont administration.

With the turmoil within the Lamont administration and a lack of authority to enforce the Governor’s Guidance to complete the negotiations by yesterday, SEBAC leaders agreed to extend the negotiations until 5:00 pm on Monday when Paul Mounds (Lamont’s Chief of Staff) will be available to assist the negotiations.

UConn-AAUP has the following proposal unresolved – Article 1, 2, 12, 13, 20, 28, 30, 37, 38, 40, 41, Annual review and Appendix B. We have proposed contract re-opener proposals on Additional Compensation and Course Enrollments, both mandatory subjects of bargaining, so as not to hold up the negotiation. These re-openers would require the administration to bargain these prior to July 1, 2022.

We continue to stay firm and focused on reaching an agreement that is in the best interest of our members.
